1. INTRODUCTION SUMMARY OF THE PROJECT
Refurbishment of the Current buildings:
Class and Lecture rooms, Students' Residence, Library, Chapel, Kitchen and Water-supply system.
This proposal is for the refurbishment and modernisation of Janani Luwum Theological College, Northern Uganda Diocese, in Gulu.
OBJECTIVE:
The purpose of the Project is to enable the current buildings to continue and develop as a modern Institution for higher theological education in the Great Lake Region, in the Diocese of Northern Uganda, in accordance with the Vision we hold as a church. We are asking you to donate, the total sum of Uganda Shillings 744,995,250, equivalent of £227,827 for the project. This covers both phase 1 & 2 in the first year of the project (Refer to the project budget summary below)
2. BACKGROUND:
We are humbly proud that Janani Luwum Theological College is an evangelical College of the church of Uganda in Gulu. The Diocese of Northern Uganda had a vision for training its clergy and laity for mission and created a centre in 1970 to achieve this goal.
The current buildings Classrooms and Lecture rooms, Students' Residence, Library, Chapel, and Kitchen were originally used to facilitate the conference centre formally known as Gulu Farm Conference centre. It was a well-known Centre in the North of Uganda for its high quality services for hosting conferences and seminars for various organisations.
For example; Teachers' Association, Leadership training for Scripture Union, Banker's Workshops, Mothers' Union Seminars, and Non-Governmental Organisations (NGOs) etc. Janani Luwum created this centre when he was consecrated the Bishop of Northern Uganda in 1969. His vision was "Living the passion of Christ for the Christian Gospel and the well-being of mankind through education, the relief of poverty, development and health." The Centre was then named 'Janani Luwum Theological College' after he was consecrated the Archbishop of Uganda, Rwanda, Burundi and Boga Zaire in 1974.
3. THE VISION:
We believe that the Lord has given us the vision to develop the legacy of Janani Luwum to use the Theological College as the best Christian Institution for preparing men and women for mission out reach in the 21st century. And we are called:
- To be an institution and the body of Christ in the community
- To be an institution and a people of God in the community with Mission service and hope in the Great Lake Region, in the Diocese of Northern Uganda.
- To be a distinctive institution in the Great Lake Region as we continue to train and prepare men and women for mission and evangelism through various means.
- To find out the needs in the local area in the Great Lake Region and seek to fulfil those needs.
- To look at our current buildings with a view to their present use and potentiality, seeking to reduce the present false division between the religious and secular.

The students will be able to receive better services in a free and safe environment and staff will have confidence in delivering their services to the students. It will also mean that more students and staff will absorbed and thus creating more employment locally within Districts, at a notional level and also international interaction will enrich and build the church of Christ. Students from other districts who come to study there will share the benefit of the good facilities provided. The College will receive a token of financial benefit for running the institution as a conference centre during College holidays.
For example; in 1972, the Co-operative Bank of Uganda organised Banker's workshop at Janani Luwum Theological College. 20 People attended. In 1983 The Diocese of Northern Uganda organised a Mission training weekend for the Clergy. 33 posters attended. The college received some income from these events. To maintain the high quality services the college offers to the community and the wider world, the College needs to improve these with prayer and financial support, we are hopeful that this will be achieved.
5. THE BENEFIT OF THE PROJECT:
Janani Luwum Theological College are mainly used by the theological students. But there are plans underway to make the College self-sustaining by promoting a wider spectrum of activities to include services that will benefit the local communities and also attract links with other similar organisations nationally and internationally.
It is hoped that the successful refurbishment of the College will achieve and promote the following:
- There will be improved services for the students and lecturers in a free, safe and more user friendly environment.
- The College will attract more students and lecturers from different parts of Uganda including students from Southern Sudan and from other neighbouring countries.
- The College will create links with other Theological Colleges worldwide and encourage students and lecturers to engage in visiting programmes to support ongoing projects.
- The improved facilities will mean that the College will be able to let out halls for conferences and seminars to generate income.
- The College will act as a connecting centre for Christian outreach ministry connecting Christian organisations from overseas to reach out to the local communities.
- The College will also be the first point of contact for those Christians wishing to pay homage to the Janani Luwum burial place at Mucwini in Kitgum District.
- The College intends to promote vocational training in a Christian environment for the local young unemployed people by running short courses in tailoring, bicycle mechanics, brick-laying, computer processing, poultry and Pig keeping.
6. THE CURRENT RISK:
In 1977, the Theological College students and staff, local people, Christians, and the entire country were devastated by the Martyrdom of their outstanding Christian model in the paradigm of Archbishop Janani Luwum. However, the Theological College continued to function with very limited resources despite the financial difficulties and political instability. The College buildings became a residential centre for the local people and those who fled their homes during the fighting between the government soldiers and the Lords Resistance Army (LRA).
This affected the normal running of the College because the administration was completely paralysed by the enormous pressure of the influx of refugees forced to flee for safety. The college became an Internally Displaced Persons Camp (IDP) early in 1986. This changed almost everything about the college. The annual intake dropped form 25 to 10 students and by 1990 the College intake was below 10 and has never recovered. The condition of the buildings went from bad to worse. As you can see from the current (Class and Lecture rooms, Students' Residence, Library, Chapel, Kitchen, and Water-supply system) photographs in the appendix, the College situation is dire.
In the last 21 years, more than 80 percent of the population of northern Uganda have fled or been forced by the Government into crowded IDP Camps with shortages of food, water, education and healthcare. Children in those families, which remain on their land, are constantly at risk of abduction. Each night hundreds of them walk into towns, especially Gulu and Kitgum, to sleep in shelters, on verandas or in the street to escape rebel attacks. Having undertaken preliminary discussions, surveys and planning through our College planning Committee, from 2001 we have worked closely with the Diocesan Advisory Committee, through whom a local survey was carried out and professional advisers engaged. Recently through these results, local needs have been confirmed, refurbishment and modernization of the College buildings has been agreed:

Historically, Janani Luwum Theological College (with all its facilities) has provided the Great Lake Region, in the Diocese of Northern Uganda, Kitgum, Lango, Madi and West Nile Dioceses with the best institution and centre for education in higher learning for men and women called for mission. The College buildings, which we are about to refurbish, having been a vital institution and centre for unity and social interaction within the Community, Districts, and the outside world. Therefore the College have been in high demand and constant use by a range of local organisations, providing cultural, recreational and further theological, education services in the Great Lake region.
Janani Luwum Theological College is in need of refurbishment with some facilities now beyond economic life and work is necessary to bring these buildings up to the required standard, including health and safety, disabled access and to meet general student's expectations. Our College Board of Governors' adviser identified that the required works are more significant than had been foreseen by the College and we are advised that these are both necessary and urgent in order that the buildings may remain in use for a long term. Furthermore, the current situation of the buildings frustrates our mission, as we seek to further develop the legacy of Janani Luwum as a Theological institution for Mission both in terms of outreach and our care for the Church and community.
If the financial assistance we are seeking fails.
We will not be able to share our gifts of Mission and leadership training for mission and evangelism.
We will not be able to have the honour to provide the necessary services we feel are our role in the Great Lake region.
We will deprive men and women called by God their rights to enjoy the benefits of training for ministry in the highest institution at Janani Luwum Theological College
We have received some donations and promises from Janani Luwum Trust and friends worth the value of 1.3M Ugshs = £1,000. (Our budget for the refurbishment is 301 Million Ugshs = £92,000).
7. WHAT YOU CAN DO:
Today we are asking you, your church, and organisation to join us to invest in providing better facilities for mission, to enhance human potential for better leadership at Janani Luwum Theological College- in the Great Lake region of Africa- in Northern Uganda Diocese.
Janani Luwum Trustees together with the Board of Governors of Janani Luwum Theological College has committed its members to share their needs with all people of good will to raise the outstanding cost of (76 Million Ugshs = £45,000), required for the short-term staff relief and more for the refurbishment and equipping it with required modern facilities by December 2008 so that the work could be completed before December 2009.
We trust that you will carefully consider our request for financial assistance and hope that it will be successful.
